NETCOMM GETS E0.6M TENDER FOR ICT SYSTEMS
MBABANE – The Swaziland Communications Commission (SCCOM) seems highly determined towards ensuring their regulatory role has an impact in the Swazi telecommunications landscape.
In only three months, the commission has finalised tender evaluation exercises for development of ICT infrastructure and development of a cost model and pricing framework for the local telecommunications industry.
A Swazi company, NetComm, stands to pocket slightly above E0.6 million for development of Information, Communication and Technology (ICT) infrastructure.
Tender results issued by SCCOM Chief Executive (CE) Mvilawemphi Dlamini reflect that NetComm outsmarted Computronics in the race to provide the essential service for the regulator.
NetComm scored 76 per cent when evaluation of their price which had been fixed at E661 635.62 was reviewed. Computronics, whose price had been E746 289.60, scored 67 per cent.
It should also be mentioned that a South African (SA) firm stands to pocket E2.3 million for development of a cost model and pricing framework for the local telecommunications industry.
Detecon Consulting scored an impressive 80 per cent during tender evaluation, to emerge as the best evaluated tenderer, who could be granted the tender for development of a cost model and pricing framework and international mobile telecommunications frequency band plan and roadmap.
The tender, granted to the South African firm, had been priced at E2 307 576.
An intention to award that had earlier been issued by the reflected that all companies that tendered for the essential task were international firms.
Companies that underwent evaluation were; Africa Analysis (South Africa), Salience Consulting (United Arab Emirates) and GH Communications (Sweden).
From the tender results, it has been unearthed that the lowest tenderer was Africa Analysis who had placed their price at E1 971 507. It must be stated that this company was close to emerging as ultimate winner of the tender despite having submitted the lowest price.
The overall evaluation score difference between Detecon, which eventually showed a competitive advantage and was chosen as the best evaluated tenderer, was only two per cent. Africa Analysis scored 78 per cent.
The highest tenderer was South African firm GH Communications which submitted E5 171 610. Notably, this firm was the lowest scorer during evaluation, with an average of only 68 per cent.
SCCOM is the regulatory body responsible for regulating the communications sector in Swaziland, constituting of telecommunication services and networks, broadcasting services, postal services and the use and allocation of radio spectrum. It derives its mandate from the Swaziland Communications Commission Act no. 10 of 2013.
