E1.6M TENDER FOR MUNICIPALITIES BILLING SYSTEM

MBABANE – The Municipal Councils of Ezulwini, Nhlangano and Pigg’s Peak will soon have a joint financial management and billing system.

The system will be supplied and implemented by a South African company, Finware Enterprise Systems, which has been enlisted as the best evaluated tenderer for the project valued at E1.6 million.
The company, which scored 93 per cent during evaluation, outsmarted AM Consultancy, which amassed 73 per cent and Bytes Systems, which only managed to score 58 per cent. The evaluation, undertaken in accordance with the Public Procurement Act of 2011, was based on 60 per cent technical and 40 per cent financial.

In terms of pricing, the best evaluated tenderer had submitted the lowest bid price of E1 686 472.64. The highest among the tenderers was Bytes Systems at E8 283 591.
Ndallahwa & Company together with Acctech Systems were disqualified at tender opening for late submission of proposals. As a result, their tenders returned unopened.

In tender results published by the Swaziland Public Procurement Regulatory Authority (SPPRA), which was signed off by Ezulwini Municipality Chief Executive Officer (CEO) Vusi Matsebula, it was clarified that this was only an intention to award a contract. A period of 10 working days was allowed for the submission of any application for review of the tender results by any of the tenderers who may either be aggrieved or not satisfied with the tender evaluation outcome.
“In terms of Section 45 (2) of the Act, the contract award decision does not constitute a contract,” Matsebula explained.
