SWACAA’S BUSINESS OPPORTUNITY AT KMIII AIRPORT

MBABANE – The Swaziland Civil Aviation Authority (SWACAA) seeks the services of a reputable service provider to supply and install a waste water treatment plant at King Mswati III International Airport.


In the invitation to tender, it was explained that all service providers shall include their trading licence, original tax compliance certificate, Form J, Form C, Construction Industry Council (CIC) Current certificate, certificate of incorporation, Eswatini National Provident Fund compliance certificate, labour compliance certificate and police clearances for directors.


Tender


“First preference will be given to Eswatini companies,” reads the tender document in part.
Copies of original documents defining the constitution or legal status, place of registration, and principal place of business and written power of attorney of the signatory of the bid, to commit, the bidder will also be expected to be submitted by all interested firms.


Bidders should also submit total monetary value of similar work performed for each of the last two years, and also demonstrate experience in works of a similar nature and size for each of the last two years and details of work under way or contractually committed; and clients who may be contacted for further information on those contracts.


Assigning


“SWACAA reserves the right to accept or reject all or any of the bids without assigning any reason whatsoever,” it was clarified.
It was also explained that the contract would be for the whole project, based on the bid price submitted by the bidder. All duties, taxes and other levies payable by the service provider under the contract, should be included in the total bid price submitted by the bidder.


“The prices quoted by the bidder shall not be subject to adjustment during the performance of the contract,” SWACAA explained.
The deadline for submissions will be December 6, 2018.


Most recently, Christian Amoako & Co (Pty) Ltd stood to be granted a tender valued at E305 336.50 for the valuation of Matsapha Airport assets. 
SWACAA issued an intention to award the tender to the Eswatini company. The tender results were published by the Swaziland Public Procurement Regulatory Agency (SPPRA) in accordance with the Public Procurement Act of 2011, which stipulates that a 10 working days period should be allowed for any application for review before the eventual signing of a contract.  

  
Evaluation


It was disclosed that Christian Amoako & Co emerged as the best evaluated tenderer after scoring 89.4 per cent during evaluation.
Other tenderers were Mabuza Masina Property Consultants, who scored 88.6 per cent and Swazi Realty Consultants who managed to amass 75.17 per cent. LFV Aviation Consulting AB and GS Chiyanda Property Consultants were disqualified.


The highest price had been submitted by Swazi Realty Consultants, whose evaluated bid price was E612 400. The lowest bid had been submitted by Christian Amoako & Co at E305 336.50.
On the other hand, two companies were disqualified in SWACAA’s over E200 000 climate survey tender.


Qualifying


The Pacific Institute of Swaziland and MBHL (Pty) Ltd were disqualified because their technical evaluation scores were below the 70 per cent qualifying mark.


SWACAA disclosed that the best evaluated tenderer which stood to be granted the tender was Emergency Growth. The company which priced their bid at E235 698.60 was granted the job soon after the lapse of a 10 working days period for the submission of an application of a review.
