10% DETERMINES WINNER IN GRADING TENDER

MBABANE – The Piggs Peak Town Council has undertaken to conduct a salary survey and job grading exercise.


The tender to execute this task has been won by Three Sixty Degrees Business Solutions, which scored 89 per cent during the evaluation undertaken in accordance with the Public Procurement Act of 2011.


In tender results issued by the Eswatini Public Procurement Regulatory Agency (ESPPRA), it was announced that the successful company had priced their bid at E143 000, which was not changed when the evaluation was done by the municipality.


Three Sixty Degrees Business Solutions competed against PriceWaterhouse Coopers (PwC) which had priced their bid at E350 500. PwC managed to amass 79 per cent. This effectively meant there was a 10 per cent difference between the winner of the tender and immediate contender.


Interest


JBH Management Consultants, which had also shown interest in taking advantage of the business opportunity, was disqualified for not submitting some of the required documentation. Therefore, their bid price could not be determined since their tender was not opened.


It should be mentioned that in line with the Public Procurement Act, all tenderers were allowed a period of 10 working days for the submission of any application for review.


“The contract award decision does not constitute a contract,” clarified the municipality.
It should also be mentioned that the Pigg’s Peak municipality recently presented another business opportunity where they invited sealed proposals for the provision of security services to council premises.


It was stated that council sought to engage a reputable company to provide office security services to the municipality.  The purpose of this Request for Proposals (RFP) was to establish a service agreement to cover a period of two years.
The detailed information regarding the terms of reference was made available in the RFP document.


Stipulated


It was stipulated that council would continuously review the performance of the service provider and, if the performance of the service provider was not satisfactory, council would have the right to terminate the service agreement in line with the agreed terms and conditions.


The proposals were to be evaluated on a quality and cost basis and the resulting contract would be a unit price contract (such as the agreed fee rates for a specified period of time for either nominated personnel or a certain type or grade of personnel or type of service, with reimbursable items being on the basis of actual expenses or agreed unit prices).


The proposal ought to consist of a technical proposal and a financial proposal, which should be in separate sealed envelopes.
Pigg’s Peak is a developing town, located in the north-west of Eswatini, approximately 70 kilometres north-east of the capital city of Mbabane. The town is also located 40 kilometres from Matsamo border (the gateway to Mpumalanga Province in South Africa), with aerial extent of 856.6 hectares, 287 of which is afforested by Peak Timbers.  


In its official website, it was explained that the urban area was divided into more than 1 400 plots, zoned into various land use zones, which include the following: residential, commercial, public facilities, industrial and public open spaces.


Calculated


The net worth of the town, calculated in 2009, in terms of land was in the range of more than E280 million. Pigg’s Peak Town Council comprises of six departments namely; Administration/Human Resource, AMICAALL and Social Services, Finance, Environment and Public Health, Engineering and Internal Audit, with a total staff complement of 42 employees.
