KPMG ‘WINS’ ESCCOM’S E366 000 TENDER

 MBABANE – Eswatini Communications Commission (ESCCOM) intends to award KPMG Advisory Swaziland a contract to undertake a job evaluation exercise and review of the pay structure services.


In the intention to award a contract issued by Eswatini Public Procurement Regulatory Authority (ESPPRA), it was announced that KMPG had emerged as the best evaluated tenderer during the evaluation undertaken in accordance with the Public Procurement Act of 2011.


KPMG had priced their bid at E366 250. Competitors in the tender were: 360 Degrees Business Solutions, Ndallahwa & Company, JMAT, KQ Consulting and Emergence Growth Swaziland.


In line with the procurement act, it was announced that a period of 10 working days would be allowed for the submission of any application for review of the tender evaluation results.

“The contract award decision does not constitute a contract,” ESPPRA clarified.          
ESCCOM, whose CEO is Mvilawemphi Dlamini, is the regulatory body established in terms of the Eswatini ESCCOM Act, 2013 responsible for regulating the electronic communications sector in Eswatini including telecommunications networks and broadcasting services.


In the invitation to tender, it was mentioned that the communications commission sought to establish a logical hierarchy of jobs to which a fair and equitable pay structure would be attached.
It was explained that this was aimed at addressing discrepancies in salaries and to eliminate possible unfair discrimination in the workplace.

The project, among other things, also sought to create a workplace environment that promotes knowledge transfer, communication, collaboration, improve productivity between all the key stakeholders in the work of the commission, including the board, staff, licensees, users of licensed services and other interested parties.
It was also pointed out that the overall objective of the project would be to achieve internal ranking and equitable pay structure.
It was stated that the successful service provider would be expected to support ESCCOM in assessing the relative worth of a particular job within ESCCOM against other jobs, using an objective and reliable rating system.
