SA FIRM’S E395 000 FOR WASTE STUDY

MBABANE – A South African company stands to pocket nearly E400 000 for the benchmarking and feasibility study for the partial outsourcing of waste collection services within the capital city.

Tender results issued by Eswatini Public Procurement Regulatory Agency (ESPPRA) reflect that Delta Built Environment Consultants (Pty) Ltd could be granted a contract to render the above cited service for E395 382. It was mentioned that the foreign company scored 79 per cent during the evaluation exercise which was undertaken in accordance with the Public Procurement Act of 2011. The evaluation results which were also signed by Chief Executive Officer Gideon Mhlongo disclosed that two tenderers were unsuccessful because they did not meet the minimum technical score. These Swati companies were; Interlink Professionals and Destiny Management Consultants.

It should be mentioned that a period of 10 working days would be allowed for any application for review from all tenderers in line with the Procurement Act. “The contract award decision does not constitute a contract,” it was clarified. It should be mentioned that the municipality which intends to spend about E400 000 on the waste collection benchmarking exercise recently reported that its efficient collection of rates resulted in an impressive nine per cent growth in revenues to sit at E114.7 million.

Results

Annual financial results for the period ended March 31, 2019 which were issued by the municipality reflected that the increase was from 105.3 million which was recorded during the period which ended in March 2018. In the commentary, it was explained that the increase was mainly as a result of an annual general increase in rates. Other operating income that was raked in by the municipality E15.5 million which showed an increase from E14.9 million that had been recorded the previous year. “The movement in other income resulted from an increase in refuse, general and bio waste collection fees,” the council explained. Under roads, property, plant and equipment, it was stated that there had been an increase to E576 million from E566 million in 2018.
