TOWNSHIPS APPROVED FOR SETTLEMENT

MBABANE – Three townships have been approved for human settlement. These townships were given the nod for human settlement by the Principal Secretary in the Ministry of Housing and Development, Clifford Mamba, through Eswatini Government Gazette No. 116.


The Gazette approves the setting of Mhlambanyatsi Phase 2 which is located on Portion 46 of Mhlambanyatsi Farm 792, Manzini Region.
This human settlement area consists of 122 lots numbered 34-155 in terms of the Supplementary General Plan S.G No. S201/2017 approved by the Surveyor General on November 2, 2017.


On this Portion of the farm, all lots intended for public facility shall be transferred to government while those set for human occupation shall be disposed by sale and basic infrastructure shall be installed before occupation.


Designs


The Gazette states that ‘Infrastructure designs (as built) including road network, electricity, water reticulation, sewage management and telecommunications shall be submitted to the appropriate utility agencies for standards compliance.
The Gazette further states that notwithstanding the aforementioned conditions, the township shall still be subject to the conditions set out in the Notorial Deed of Servitude for human settlement.


Also, the PS approved for human settlement Sibonelo Township – Portion 103 of Farm Droxford Estate No. 1007, Hhohho Region. This township comprises of 426 plots and five public spaces in terms of S.G No. S93/2019, which was approved by the surveyor general on July 1, 2019.
The development project with an estimated capital investment of E40 million and envisaged to bring over 500 employment opportunities at Ngwenya, has been given the green light.


The Administrator of Mchalageni Development Company, Sanele Zwane, said when the project started, they sought the approval of the Human Settlement Department to allow the 415 plots up for sale, to have title deeds.


Awarded


Zwane said the department had awarded them their request and the company shall host a meeting tomorrow to alert property owners of the development.
The company shall be developing Sibonelo Township on remainder of Portion 8 Farm Droxford Estate No 1007, Ngwenya.
The site overlooks the Ngwenya Border Gate, linking the country and South Africa.


The administrator said they had already sold 60 per cent of the 415 residential plots.
These plots, according to Zwane, were sold at E35 per square metre. On average, he said the plots were pegged at 1 000 m2 while about 10 of the plots shall measure 4 000m2.


However, Zwane said, Mchalageni Development Company had engaged services of a property evaluator to establish the current market price of the 40 per cent plots that were still available on the market.
Given the approval from the Human Settlement Authority, Zwane said the construction industry now had an opportunity to render their services to assist in developing the area.


These opportunities lie in the construction of a road network and development of a shopping complex.

“The purpose of the development is to formalise the existing township and provide the necessary infrastructure,” he said.
Zwane said his company had already recruited two project managers. One would be focusing on the development of the township while the other project manager would be monitoring the construction of the shopping complex.


 On the development of the township, Zwane said there were 415 title deed plots that shall be offered to the public.
“We have not yet set the price projections for the plots,” Zwane said.


The township development shall entail proper structuring of utilities. Zwane said the township that was being developed already had the basic utilities.
He said the township in Ngwenya, 50 metres from the entry point to South Africa, was an existing informal township that they needed to develop.
He said his company had already engaged the utility companies, Eswatini Electricity Company (EEC), Eswatini Post and Telecommunications Corporation (EPTC) and Eswatini Water Services Corporation (EWSC).


Zwane said the township that would be developed was 50 metres from the Ngwenya Police Post while it was also two kilometres from a university and four kilometres away from a primary school that was at Ngwenya Village.
Planning
The commercial development, according to the administrator, already had a filling station and they were already planning to construct a shopping complex that would have a drive-thru outlet (eatery).
“The complex will have a pharmacy, principal tenant (supermarket), laundry, liquor shop, salon and offices to let.”
He further said the development company was already in talks with one of the banks in the country to set a branch in the complex to be constructed. If granted their wish, it shall be the first bank at Ngwenya Town.
The third township that was approved for settlement was Velaphi Township – Portion 3 of Farm No. 140, Shiselweni Region.
There are 216 plots that shall be offered on title deed basis while there is one public space that shall be tendered to government.
This is according to S.G. No. S2/2011 approved by the surveyor general on July 15, 2014.
