TENDER TO SERVICE EBIS GENERATORS

MBABANE – A business opportunity has been issued for the general servicing of all EBIS standby generators.

EBIS stands for Eswatini Broadcasting Information Service. In the invitation to tender which was published by the Eswatini Public Procurement Regulatory Agency (ESPPRA), it was announced that there were, however, three generators that required additional attention and these generators were at Broadcast House, Kelly, Mpuluzi, Maqudvulwini and Nkondolo.
It was pointed out that they requireD major repairs to the engine and exhaust systems including the replacement of control panel units and sensors and their re-wiring to the termination block.

The Ministry of Information, Communication and Technology stated that the details of these special cases would appear in the pricing form and would also be discussed during site inspection. It was mentioned that the general service would be carried out twice during the 12-month period of the contract and the price should be per plant/equipment including labour, consumables for servicing, travelling costs and all applicable taxes.

Tenderers

Interested tenderers were informed that the general service cost for each plant/equipment should be multiplied by the frequency indicated on the pricing form and the total of this multiplied by the number of services to be undertaken over the course of 12 months to arrive at a total. “The grand total for all machines will then be carried to the tender form.
The tender form must be completed and signed otherwise the offer will not be considered,” reads the invitation to tender in part. The tenderers were instructed to indicate on the pricing form separately, the charges for emergency call-outs. It was said that these costs should not be carried to the tender form but would form the basis of a future contract.

Costs

Labour costs per hour (including travelling time), travelling costs per kilometre, and accommodation per night (for foreign companies only) would form the basis for emergency services during the duration of the contract. It was further mentioned that the renderers would afford the procuring entity a ‘most favoured client’ status, prices and rates. “The government of Eswatini may undertake price verification to confirm market prices and rates. Government tenders for a period of 12 months or less are considered to be at a firm and fixed price,” it was stated.

Prospective tenderers were also advised that only in exceptional circumstances would the government consider granting a price increase within 12 months of contract award. “Contracted prices for general servicing and emergency costs will be fixed and firm and not subject to fluctuation during the course of the contract period,” it was added. The tenders will be opened at tender board, Room 109 Treasury Building, Mhlambanyatsi Road, on Friday, January 10, 2020 at 9a.m. It was mentioned that the criteria stated in the instruction to tenderer would be used in the evaluation.

“Tenders will be evaluated on a lot basis. Tenderers may make an offer for one or more lots. Each lot should have its own tender form and for suppliers that are going to tender for more than one lot should fill out a tender form for every lot plus an additional tender form that is for the sum of the lots they have tendered for,” it was stated. It was stipulated that a performance security would be required to the value of five per cent of the value of the tender. The performance security would be provided in the form stated in special conditions of the contract and should be valid for the period of the contract including any warranty obligations. “Once delivery has been completed the supplier may apply to have the performance security reduced to one per cent to cover the period of warranty obligations,” read the invitation to tender.
