OPPORTUNITIES FOR CONSULTANTS

MBABANE – Consulting service providers are invited by government to exploit their expertise and render services at the Manzini Golf Course Interchange.
The service providers shall render their know-how in updating the feasibility study and detailed design; technical audit services for the construction and monitoring and evaluation.


The invitation to reputable consultancy service providers was extended by the Ministry of Public Works and Transport through the Roads Department. In the request for expressions of interest, the department noted that it received financing from the African Development Bank (AfDB) towards the cost of the development of the Manzini Golf Course Interchange Project, and intends to apply part of the amount for this loan to payments under the contract for updating of Feasibility Study and Detailed Design for Manzini Bypass, consulting services for Technical Audit for the construction of this interchange and for consultancy services for the monitoring and evaluation of the implementation of the Interchange project.


The ministry noted that the consultancy services assignment included, but was not limited to the following: Feasibility Study; the Consultant shall undertake a feasibility study and Assessment of Alignment Alternatives of a new Bypass around Manzini, inconsideration of: review of existing documentation;survey of existing road and environs condition; traffic, O-D and Axle load surveys; hydrological survey; economic analysis; and assess possibilities for financing as a PPP.
It stated that for the detailed engineering design, the consultant shall use the data and information collected from the Feasibility Study to prepare a detailed engineering design for the chosen alignment option.


Engineering


Specifically, the detailed engineering design shall include but not limited to the following key aspects: detailed road alignment; detailed soil investigation survey on the proposed alignment; upon  completion  of  the  detailed  design,  stake  out  the  right  of  way  limits  in sufficient detail for the boundaries of properties which are to be acquired; prepare detailed pavement design for a 20-year design life based on design standards stipulated in ministry of Public Works and Transport (mopwt) design standards or other international best practices in consultation with the mopwt and prepare detailed design of structures.


Also, the consultant shall prepare a bill of quantities and cost estimates the consultant shall also prepare a bidding document to allow for the procurement of works to undertake the work and provide transaction advisory services for procurement of the projects either public private partnership(PPP) or private finance initiative (PFI).


“The Roads Department of the Ministry of Public Works and Transport now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint-ventures to enhance their chances of qualification.”


Criteria


For all the tenders, the ministry stated that eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Procurement Framework for Bank Group-Funded Operations Consultants” dated October 2015, which is available on the Bank’s website at http://www.afdb.org.


Interested consultants were advised to obtain further information at the Treasury Department during office hours: 8am to 4:45pm, Monday to Friday exclusive of public holidays.
