STRICT CONDITIONS FOR PIGGERY TENDER

MBABANE – Contractors wishing to bid for the rehabilitation of two piggery structures should have access to credit of over E700 000.

Government, through the Eswatini Water and Agricultural Development Enterprise (ESWADE), has invited bids for the rehabilitation of the structures at Mhlonhlweni and Mbazane in Siphofaneni   and the bidders must meet the specified criteria. On top of the E10 000 tender bond, the experience required includes participation as contractor in at least three contracts/projects of the same nature and complexity as the works concerned by the tender and implemented during the last seven  years, each with a value of at least E2 million and have been successfully completed. 

“The similarity shall be based on the physical size, complexity, methods/technology or other characteristics as described in the title of this contract. The tenderer must submit copies of certificates of completion/final acceptance signed by the supervisors, the contracting authority of the projects concerned,”  reads the tender documents in part. According to the tender document, the average annual turnover of the tenderer in the past three years must be at least E1.2 million.

“The tenderer must have access to sufficient credit and other financial facilities to cover the required cash flow for the duration of the contract. In any case, the amount of credit available must exceed E700 000.

“A letter from a recognised financial Institution confirming this capacity is required. Latest financial statement of bidders should be attached,” read the requirements in part. 

Audited financial statements not older than 12 months on the date of submission of this tender are also required.

The tender is open to qualified contractors, registered with the Construction Industry Council of Eswatini (CIC) in category C3 and B3. Preference will be given to local contractors, with at least 60 per cent Eswatini shareholding, and registered with the Construction Industry Council of Eswatini.

 Tender documents may be obtained after payment of a non-refundable tender fee of E3500 to ESWADE. Documents will be on sale from today between 8:30am and 4pm up to the day of the compulsory site inspection and clarification meeting which will be held at ESWADE Siphofaneni Office Boardroom.

The site inspection will be on February 18 at 10am. Completed tenders should be delivered in a sealed envelope to the ESWADE Head Office and the envelope should only show the project name and number. “Any actions or tendencies that will be interpreted as an attempt to interfere with or influence the tendering process will result in immediate disqualification of the tenderer,” warned ESWADE.
