BUS RANK, PUBLIC MARKET FOR MATSAPHA

MBABANE - Proposals are being invited for the development of the Matsapha Mixed Land Use Bus Rank.

This is through Public Private Partnership (PPP) arrangement. The facility will be situated alongside Simunye Street. Matsapha Town Council invites sealed bids from eligible, reputed, qualified partners with sound technical and financial capabilities for the development of the facility for the Matsapha community. The project for the development of the Matsapha Mixed Land Use Bus Rank is not a new concept. The project planning began in 2010. Due to the continuing need for a Matsapha Mixed Land Use Bus Rank, Council has decided to again request for proposals (RFP) in the hope of finding a private entity that would be interested in partnering with Council. It is hoped that development of the bus rank and mixed use development shall improve the ease and efficiency of public transportation within the town as highlighted in the Matsapha Integrated Development Plan.

The intent of this RFP is to invite proposals from reputable and experienced project development companies and investors either as individual firms or consortiums with the requisite capabilities to submit proposals for the development of the site into a convenient public facility. The envisioned PPP procurement is a Design, Build, Finance, Operate and Transfer (DBFOT) model. The Request for Proposals (RFP) document can be obtained at the Council Civic Offices, Treasury Department, Corner Airport Road and Police College Road.

Proposals

Tenderers are expected to submit separate completed pre-qualification, technical and financial tender proposals. The three envelopes must be enclosed in a sealed outer envelope. The proposal must be deposited in the tender box situated at the Matsapha Town Council at the latest by 10am (Eswatini time) on July 26, 2021. “Late tenders, as well as tenders received by telegram, facsimile, email or similar medium will not be considered. Tenders received in time by the latest date and time for submission will be opened at Council’s Offices on July 26 2021 at 10am (Eswatini time),” reads the invitation. Requests for clarifications, which must be in writing, should be addressed, via email, to procurement@matsapha.co.sz.
