CBE’S E1BN COMPLEX TENDER OPEN TO INTERNATIONALS

MBABANE - The Central Bank of Eswatini (CBE) has now opened the tender for the much-anticipated smart complex and the invitation is open to the international community. The bank intends to engage the services of an engineering, procurement and construction (EPC) contractor (i.e., the contractor to be the lead entity in the team) to undertake the design and construction of a smart complex. The deadline for submission of queries is January 31, 2025. The procurement process will be carried out in two stages as outlined below:
Stage 1 – Expression of Interest (EOI): This stage involves the shortlisting of bidders who will qualify for the Request for Proposal (RFP).
Stage 2 – Request for Proposal (RFP): The five highest-scoring bidders from the EOI stage will be invited to participate in the RFP stage, where more details and project-specific details will be issued.The proposed state-of-the-art CBE complex to be built at Ezulwini is projected to cost E1 billion, with the first phase expected to be completed in 36 months.

Celebrations

This was disclosed by His Majesty King Mswati III during the bank’s 50th anniversary celebrations last year. Explaining about the project, CBE Governor Phil Mnisi said the bank recently purchased the Ezulwini complex, an area covering 21 hectares. According to the expression of interest (EOI) document, the project scope entails the following:
Building 1: Main Headquarters Building: The project involves the construction of a high-rise building with 18 floors, two additional floors dedicated to services at the top and one basement floor.

Innovation

Building 2: Museum, Innovation Hub, and Library: A two-floor building to accommodate a museum, an innovation hub and a library.
Building 3: A three-storey parking facility.
The EPC contractor’s team must include the following skills/consultants (multiple participation of entities in the submissions is prohibited, with the exception of ESG Sustainability Consultants; failure to adhere to this requirement will render the bid non-responsive).

MBABANE - According to the document, the principal contractor is expected to be one company with at least 20 years’ experience. The company must have experience in high-rise construction (in excess of 15 floors within the past 15 years) and familiarity with local building codes and regulations. The contractor must have a proven record of having successfully completed projects of a similar scale and complexity (excess of 15 floors) within the past 15 years. It must also have experience conducting impact assessments and managing compliance in terms of safety, health, environment and quality (SHEQ) and relevant legislation and regulations (provide a list of policies and certifications). It must also be proficiency in waste management and sustainable material sourcing. Meanwhile, the architects, including interior designers and landscape architects, must also have 20 years of experience. Firms expected to bid for this project must be those with a strong portfolio in both innovative architecture and sustainability.

Buildings

They should have a track record of architectural designs of similar buildings (excess of 15 floors within the past 15 years). They should showcase experience with aesthetic and functional designs for high-rise buildings and landscaping. They must also have knowledge of universal design principles and compliance with accessibility standards (mobility, visual, auditory).
Civil and structural engineering consultants interested in this project must also have the same 20 years of experience. The principal contractor is expected to submit proof of a minimum of 20 years’ experience. It should showcase an expertise in integrating energy-efficient systems. It should also have experience in designing buildings of a similar scale and complexity incorporating smart building technologies.

The consultants should show expertise in building automation systems, Internet of Things (IoT) integration, audio-visual and energy management systems. It must also have the ability to design and implement advanced access control and mobility, vault management, fire detection and suppression, security and surveillance systems. In October last year, the CBE governor revealed that the bank has engaged CECI Consulting Engineers, a Taiwanese government-owned company with extensive experience in high-rise buildings, as project manager through single sourcing as a project manager for the proposed project.
