CONSTRUCTION ASSOCIATES BAGS E192.5M TENDER
MBABANE – Construction Associates (Pty) Ltd has emerged as the best-evaluated bidder for the proposed construction of the distribution centre warehouse for Eswatini Dairy Board (EDB). The construction of the warehouse is meant to support the government parastatal’s operations.
According to the intention to award tender notice published by the Eswatini Public Procurement Regulatory Agency (ESPPRA), the proposed contract price for this tender is E192 575 869.26. During the bidding process conducted in terms of Section 45 of the Public Procurement Act No. 7 of 2011, the local construction company scored 86.4 per cent. The company surpassed other local construction companies including Stefanutti Stocks which scored 82.8 per cent. Du Van Developers, Afrotim, J&E Total JV and Roots were all non-responsive.
Precinct
Construction Associates is a subsidiary of the Inyatsi Group. The scope of work for the distribution centre warehouse at Sikhuphe industrial precinct includes constructing a warehouse consisting of an 8 951 m² dry store, a 1 982 m² chiller and a 3 980 m² freezer. This phase will focus on site clearing, bulk earthworks and building the platform with imported gravel and concrete-filled retaining walls. Foundations will consist of reinforced concrete bases, footings and concrete-filled foundation walls. A reinforced concrete surface bed with hardcore fill will be installed, along with two layers of 50mm thick urethane foam under the chiller and freezer floors. The warehouse structure will feature 230mm block walls up to 3.0 metres, supported by 450 x 750mm reinforced concrete columns extending 8 metres above ground. Structural steel columns will rise from base plates at 8 metres to 20 metres in total height.
Roof construction will use steel girders with IBR Chromadek sheeting on steel purlins and insulation.
The office and ablution blocks will have matching lightweight steel roofs, with concrete walls finished in plaster and paint. First fixes for mechanical, electrical and plumbing (MEP) will be installed, with finishes limited to the office and ablution areas. External works include paving, kerbs, parking markings and balustrades around retaining walls. The site will be enclosed with boundary fencing and drainage will be installed. The project will deliver a functional structural shell, ready for future installations and finishing work.It is worth noting that EDB is a public enterprise wholly owned by Eswatini Government. It was established in 1971 under the Dairy Act No. 28 of 1968. As provided in the Act, the Board’s primary function is to develop and regulate the industry. The Board’s role is to complement government’s efforts through the provision of a supportive socio-economic environment for the development of the dairy industry aimed at achieving food security, poverty reduction, investment promotion, job creation and export promotion.
Activities
The Board is expected to coordinate, harmonise and where necessary, regulate the activities of all stakeholders in a cost-effective manner and ensure efficiency in milk production, processing and distribution of dairy products in the local market. It also enforces the statutory activities of producers, processors and distributors. In an effort to revitalise the dairy industry, the Board facilitated the establishment of the Dairy Industry Stakeholders Coordinating Committee (DISCC), which is aimed at discussing and resolving any issues involving the dairy industry stakeholders. It is through this committee that the Board successfully negotiated for improvement in price of the raw milk purchased by processors from local dairy farmers.
