Times Of Swaziland: WARDER ARRESTED FOR RAPE OF HOUSEMATE’S DAUGHTER (16) WARDER ARRESTED FOR RAPE OF HOUSEMATE’S DAUGHTER (16) ================================================================================ Phiwase Phungwayo and Kwanele Dlamini on 24/10/2024 14:56:00 MANZINI – A distressing report has emerged of another member of the security forces, who allegedly raped a teenager (16), at the Mdutjane Camp in Malkerns. The accused, Sifiso Seyama, is a 37-year-old member of His Majesty’s Correctional Services (HMCS). He is alleged to have raped the daughter of his colleague, who is his housemate. The incident is said to have occurred in November last year. Seyama reportedly behaved kindly towards the minor when her parents were present, supposedly leading to her family trusting him. Advantage According to reliable sources, on the day of the offence, the teenager’s parents were not home and Seyama reportedly took advantage of their absence, and allegedly forced himself on the minor. Upon the parents’ return, the minor is said to have confided in them about the incident, prompting them to immediately report it to the police. Following the filing of the report, sources revealed that Seyama was reportedly transferred to Big Bend Correctional Services facility. Seyama appeared before Manzini Magistrate Dvumisile Sikhondze, facing charges of contravening Section 3 (1), 3 (3) (c), 3 (6) (e), as read with 3 (9) (b), of the Sexual Offences and Domestic Violence (SODV) Act 15 of 2018. The charge sheet states that on or about November 2023, at Mdutjane Camp, the accused allegedly had unlawful sexual intercourse with *Noncedo without her consent. Seyama is accused of violating the SODV Act. Trauma The charge sheet states that the offence was accompanied by aggravating factors in that the rape, as per Section 185 bis of the Criminal Procedure and Evidence Act 67/1938, the accused reportedly inflicted physical and psychological trauma on the minor, by allegedly having sexual intercourse with her. It was further stated that the teenager was a minor of 16 years at the time of the alleged commission of the offence, which is an aggravating factor. In addition, the accused is said to have exposed the minor to the risk of contracting sexually transmitted infections, such as HIV.The court issued an order for the blood specimen of the accused to be taken in accordance with Section 342 (1) and (2) of the Criminal Procedure and Evidence Act. The Crown had filed an application to that effect. The accused will apply for bail at the High Court. He was remanded in custody yesterday. Arrest The arrest of the warder came shortly after a 39-year-old police officer was arrested for allegedly raping and impregnating a 17-year-old girl at a police camp. The police officer is attached to the Serious Crimes Unit (Lukhozi). Information gathered was to the effect that the survivor’s mother opened a case against the officer, after she allegedly discovered cellphone conversations, suggesting that her now pregnant daughter was in a love relationship with the police officer. It is said that *Sonto also furnished the police with the cellphone conversations between her daughter and the suspect at the time.
