CEO DISOWNS SANDLANE’S LETTER
MATSAPHA – Sandlane Zwane’s bid to stop the ongoing commission of Inquiry into the affairs of Matsapha Town Council has been received with a negative reaction from some of his colleagues.
This is because Matsapha Town Council Chief Executive Officer (CEO) Lucky Sukati, who appeared before the commission for the third time yesterday, claimed that he was not aware of the letter.
“I have not seen it and I do not know where Zwane obtained the council’s letterhead he used in the letters,” the town clerk alleged.

In fact, the CEO claimed that he was taken aback by the newspaper article about Zwane’s letter as the last time he allegedly asked for the council letterhead, he wanted to write to the office of the town clerk.
“Since I do not know where he got the letterhead, I decided to seek legal advice on how council can dissociate itself from the letter in question,” the town clerk submitted.
The submissions made during the ongoing inquiry remain allegations which are yet to be verified.
On another note, the commission asked the CEO about the current position of Zwane in council and he alleged that he was an ordinary councillor. To support his statement, the CEO claimed that a vote of no confidence was passed against Zwane in a meeting which was held at Matsapha Police Station on January 8, 2019.
“Deputy Chairperson Siphesihle Sibandze automatically became the acting chairperson of Matsapha and our line ministry endorsed that,” the CEO alleged.
The town clerk emphasised that he was not aware of the letter since he had not seen it and there was no communiqué from Zwane about such, as it was the norm.

On the same note, the acting Chairperson, Siphesihle Sibandze, also claimed that he was not part of the councillor (s) who wrote the letter.
“What I know as the acting chairperson, is that if the letter involved me, I had to sign it,” he submitted.
He also alleged that he was not aware of a meeting of councillors where the issue of writing the letter in question was discussed.
In fact, he said since the Minister of Housing and Urban Development, Prince Simelane, suspended councillors, his understanding was that their hands were tied. On that note, he claimed he could not do anything pertaining to council until the suspension was lifted or the minister stated otherwise.

Again, Sibandze brought it into the attention of the commissioners that according to records in council and the Ministry of Housing and Urban Development, he was the acting chairperson of Matsapha. He said even Gordon Mbuli, the representative of the ministry, who usually attended their meetings, allegedly confirmed this before the commission.
However, it is worth noting that when Zwane wrote the letter to the chairperson of the commission and other government departments, including the Prime Minister’s Office, Ministry of Housing and Urban Development together with the office of the clerk to Parliament, he did so as Sandlane Zwane.
This meant that he wrote the letter all by himself without linking anyone to it.
