SAMUEL MBINGO IS NEW ACCOUNTANT GENERAL
LOBAMBA – The country finally has a substantive accountant general (AG).
The filling of the position was announced yesterday by the Principal Secretary in the Ministry of Finance Sizakele Dlamini, who revealed before the Public Accounts Committee that Samuel Mbingo had been appointed into the office. For almost 22 months, the position was not permanently filled as the former AG Dumsile Ngwenya retired in August 2019. Dlamini revealed the news after Chairperson of the PAC Matsanjeni North MP Phila Buthelezi had in his preamble asked why such a critical position in government was not being filled.
The responsibility of the AG is to promote and enforce effective management in respect of revenue expenditure, assets and liabilities of institutions in all three spheres of government. “I am surprised that even today Mbingo introduced himself as the acting AG yet we are talking about an entire public purse here,” said MP Buthelezi. MP Buthelezi informed the PS that he had information that the Civil Service Commission (CSC) had given the ministry the authority to fill the position and, therefore, he wanted to know why the ministry was delaying the recruitment. In response, the PS confirmed that Mbingo had finally been appointed as the AG, which was a confirmation she got from the CSC on Tuesday. MP Buthelezi said he was rather curious that Mbingo was finally appointed a day before the ministry was to appear before the PAC, however, he said they welcomed the appointment because government accounts always had to be in order.
