DRUGS SHORTAGE: GOVT WANTS TO BUY DIRECT FROM MANUFACTURERS
LOBAMBA – The Minister of Health, Mduduzi Matsebula, says the ministry is faced with a shrinking supplier base.
The minister said in his preamble of the first quarter performance report for 2024/25 financial year, that the ministry was facing a lot of challenges. He noted that he inherited all the challenges, but believed that if the Parliament could work with him, they could restore the dignity of the health sector. He highlighted that the country is facing a huge drugs shortage.
He said if the country needs to win the medical drugs shortage crisis, Parliament needs to amend the procurement Act.
Matsebula said the amendment of the Act could address the shrinking supplier base. “The suppliers we found, most of them cannot be trusted. They are given orders or tender and fail to deliver and they communicate at the last minute. We need to broaden the base to include manufacturers, more wholesalers closer to the country, so that we do not wait for medical suppliers for months,” he said.
Orders
The minister said the problem with buying from the manufacturers was that they required deposits before processing orders. Matsebula said currently, Eswatini procurement laws only enabled payments once delivery had been made. “We need to loosen or amend some procurement laws, if we want to come out triumphant in the drugs shortage,” he said. He said there would be new players on the list of their suppliers and some would come from outside the country. The minister said the new development would create a better supplier base and government would pay at a lower rate and get quality products. The minister added that a number of programmes in the Ministry of Health had been disrupted.
Meanwhile, there is a suggestion for the government and The Luke Commission (TLC) to enter into a Public Private Partnership (PPP). The Minister of Finance Neal Rijkenberg said he believed that TLC had a lot to offer in PPP format. He was responding to a question that was asked by appointed Member of Parliament (MP) Nkosingumenzi Dlamini. The MP asked the minister if government had a proper laid out plan for TLC.
