LOBAMBA – Members of Parliament (MPs) want the Minister of Finance to explain why government chose Standard Bank as a financer of the 800 motor vehicles purchased by government.

This is a private member motion forwarded by the Mbabane East MP Welcome Dlamini, who is seconded by Mayiwane MP Sicelo Dlamini. The motion is contained in a Notice Paper issued by the office of the Speaker of the House of Assembly dated September 24, 2024. It is worth noting that government entered into a lease financing with Standard Bank to purchase the motor vehicles. The MPs in the motion, want the Minister of Finance, Neal Rijkenberg, to table a report that has all the terms and conditions of the loan agreement between government and Standard Bank.

“To move that the Minister for Finance tables a report to this Honourable House pertaining to the terms and conditions of the loan agreement reached between Government and Standard Bank in the procurement of 800 motor vehicles,” reads the MPs’ motion. Additionally, the MPs said the minister should table the report in seven days after passing of the motion.

The MPs want the report to contain the following:
1.     How much this purchase will cost the government and what the interest on the loan granted by the bank is?
2. The status of the Central Transport Administration (CTA) since Standard Bank will also be controlling the movement of the vehicles, including fuelling of petrol and controlling the usage of these vehicles.
3.     The financial cost of the fleet management arrangement with Standard Bank?
4.     Whether other financial institutions were approached by the government before settling for Standard Bank?

Last week Wednesday the government received the first delivery of the newly acquired fleet of 68 motor vehicles, all equipped with advanced tracking systems.
The vehicles, set to be allocated across various ministries, form part of a larger acquisition of 741 vehicles purchased through Standard Bank Eswatini at a total cost of E500 million.
The first batch of the new government fleet was presented by the Minister of Public Works and Transport, Chief Ndlaluhlaza Ndwandwe during a press briefing held at the ministry’s offices on Wednesday.

Ministries will receive the vehicles in stages after completing all necessary registrations. The vehicles include Nissan Navara single cabs, Isuzu D-Max single cabs and Kia Picantos among others. Other vehicles including ambulances, police cars and fire vehicles are expected. The delivery of all vehicles is expected until October this year. Ndwandwe said the procurement of the vehicles will help reduce rentals within the government. He said they have partnered for the first time with the private sector to purchase the vehicles.
According to Ndwandwe, they will partner with the bank for five years in taking care of the cars and, after that, government will take full ownership of the vehicles.
