PAC DIVIDED OVER MATEKI'S E98 000 PRF DEBT
LOBAMBA – Yesterday, members of the Public Accounts Committee (PAC) appeared to have differing views on the continued efforts to recover public E98 000 given to Mateki Zwane.
Mateki is one of the beneficiaries of the Poverty Reduction Fund (PRF) who has been struggling to repay the funds for over 10 years.
Every year, the Ministry of Tinkhundla Administration and Development presents Zwane to the PAC to explain why he is not repaying the money. Mateki has only paid E1 500 in three instalments of E500 and then stopped. The ministry has been sending reminders, but he has failed to pay.
Yesterday, the same issue arose when the PAC followed up on the matter. The controlling officer, Principal Secretary Nonhlanhla Dlamini, informed the PAC that they had brought the elderly man with them. However, the PAC was not interested in seeing Mateki’s ‘sad face’ and ‘hysterical cries’ as in previous years. They asked the ministry what they should do with Zwane and how he managed to reach Parliament without having money.
During the session, Gege Member of Parliament (MP) Magesi Dlamini questioned how long a matter should be referred to the Losses Committee. The MP noted that Mateki’s case had been recurring for years without progress, apart from his ‘hysterical cries’ and ‘sorry sight’. The MP added that many people owed government significant amounts and had the potential to repay, but they did not, and some of those matters had been referred to the Losses Committee.
He highlighted that it was clear that Mateki did not have the capacity to repay the money. The MP added that the PAC was divided over Zwane’s issue last year. However, PAC Vice Chairperson and Nhlambeni MP Manzi Zwane stated that regardless, the public funds must be recovered. The vice chairperson also requested the controlling officer to employ other measures, if necessary, to recover the funds from Mateki.
