MBABANE – Government has tasked newly appointed Eswatini Institute of Management and Public Administration (EIMPA) Principal Gcinaphi Dlamini with transforming the institution into a fully accredited National School of Governance capable of producing a highly skilled, ethical and performance-driven public service.
Speaking during the official introduction of the new principal yesterday, Minister of Public Service Mabulala Maseko said the appointment marked the beginning of a new chapter for EIMPA and formed part of government’s broader drive to modernise the public service in line with His Majesty King Mswati III’s “Nkwe!” call.
Maseko said the King’s directive demanded urgency, efficiency and measurable results throughout government, adding that the era of bureaucracy, complacency and slow service delivery was over.
He said revitalising EIMPA was a strategic priority because the quality of public service depended on the competence of those entrusted with implementing government policies.
“EIMPA must become the institution that equips public servants with the knowledge, skills and leadership needed to deliver efficient, ethical and citizen-centred services to emaSwati,” he said.
The minister described Dlamini as well qualified to lead the institution’s transformation, noting that she had spent 17 years in the Human Resources Development Department within the Ministry of Public Service, where she worked closely with EIMPA.
He said her extensive knowledge of the institution, combined with her understanding of its strengths, challenges and opportunities, placed her in a strong position to drive meaningful reforms.
Maseko said the new principal had not been appointed to maintain the status quo but to spearhead institutional transformation that would reposition EIMPA as a centre of excellence for public sector education, leadership development and governance research.
He said Dlamini brought with her a deep understanding of the public sector, a clear vision for institutional renewal and the expertise required to implement lasting reforms.
The minister outlined three immediate priorities for the new principal.
The first is to ensure all EIMPA programmes are accredited by the Eswatini Higher Education Council (ESHEC), enabling the institute to offer recognised qualifications that meet national and international standards.
Secondly, she is expected to cultivate a culture of high performance, ethical leadership and citizen-focused service delivery across the institution.
Her third priority is to lead the administrative and institutional reforms required to transform EIMPA into a modern National School of Governance that supports evidence-based policymaking, leadership development and public sector innovation.
Maseko called on EIMPA management, employees and strategic partners to give the new principal their full support, saying institutional transformation required collective commitment and teamwork.
He urged public servants to embrace the spirit of “Nkwe!” by delivering services that are responsive, accountable and focused on improving the lives of emaSwati.
“The transformation of EIMPA is about building a capable public service that honours His Majesty’s vision, serves the nation with excellence and delivers meaningful development outcomes,” he said.
