EFA races against time for FIFA cash

MBABANE – Could the deadline be met?

That is the key question as the deadline for the ending International Federation of Association Football (FIFA) Cycle 2023-2026 is almost nearing an end. It is expiring on December 31, 2026.

The Eswatini Football Association (EFA) has some projects it needs to claim its funding before the deadline.  One of the headline projects is the construction of the Nkonga Technical Centre at Mafutseni under the Manzini Region beside some renovations of the existing technical centres.

However, the infrastructure and specific project funds are tied directly to the active four-year cycle that runs from January 1, 2023 to the end of this year under the FIFA Forward programme. If a member association (MA) fails to get a project such as a technical centre or stadium upgrade approved and initiated before the cycle closes, they cannot simply roll over those unused capital funds indefinitely into the next cycle.

According to the FIFA Forward 3.0 guidelines, infrastructure funds are not paid out automatically. MAs must submit detailed proposals, land-use rights, feasibility studies and cost estimates to the FIFA Development Committee for approval.

However, currently, a lease agreement is alleged to be the stumbling block delaying some stages of the construction, which was projected to take 18 to 24 months. Initially, when the project was initiated back in 2024, it was aimed that it ought to be in use as of the past season.

The FIFA Forward Programme regulations stipulate that funds allocated for specific projects that are not committed or approved through a formal contract of agreed objectives before the December 31, deadline cannot be claimed retroactively once the cycle lapses.

This means that unused infrastructure allocations do not automatically roll over or remain claimable once the 2023–2026 cycle closes.

Reached for comment, EFA President Peter ‘Samora’ Simelane, before he referred further queries to the chief executive officer (CEO), said they are on track with their project. Meanwhile, efforts to reach CEO Frederick Mngomezulu over the past two days hit a snag as on the first day his phone rang unanswered and yesterday he was out of reach when called.

However, the Marketing and Communications Manager, Muzi ‘Rhoo’ Radebe, clarified that the project has already kick-started. Radebe mentioned the identification of the site and its clearing, among other things, that can save the funding.

He also reiterated that the project is handled in stages too. Should there be any pauses, there is nothing to fear as the ball is already rolling.

A source close to the matter alleged that the construction will start in no time as process of the lease agreement is almost done. This will enable EFA to apply for the funding of the next stages as the lease needs to be attached in funds application for the next phase of the project.

Worth noting is that the Nkonga Technical Centre is estimated at around E45 million after Eswatini has already built the KaLanga and Mkhuzweni technical centres with this funding in the past few years.
