Civil servants’ ‘dvuladvula’ report now ready

MBABANE – Is ‘dvuladvula’ coming?

However, the wise man advises: “Don’t count your chickens before they hatch.”

‘Dvuladvula’ means ‘bumper payday’.

This is not to suggest or create an impression that civil servants will get it.

In a public statement issued yesterday, the Ministry of Public Service provided an official update on the delivery of the salary review report for employees in the civil service.”

Mthunzi Shabangu, the Principal Secretary in the Ministry of Public Service, said the consultant has succeeded in submitting a draft report on the salary review on the set date, being August 15, 2025.

This follows the signing of the collective agreement between the Government Negotiations Team (GNT) and the Public Sector Unions (PSUs) on July 9, 2025, regarding the revised timelines for the submission of the draft salary review report.

Shabangu said the next step is to arrange a session with the social partners for the presentation of the report, especially its critical findings, recommendations and implementation plan.

The PS stated that this session will inform due deliberations and adoption.

He, on behalf of the ministry, thanked all parties for the cooperation, which they have displayed so far. He said this cooperation is crucial as they navigate their way through this important exercise.

Shabangu hoped this spirit of cooperation would continue until the conclusion of this exercise.

Lot Vilakati, the Secretary General of the Swaziland National Association of Teachers (SNAT), said they expected their salaries to be increased by 25 per cent.

He urged government to set aside a supplementary budget of E4 billion for the salary review as they anticipate getting a 13th cheque. This will also include housing, travelling and clothing allowances.

Vilakati said they are meeting government on Wednesday to collect the report, which they will avail it to membership.

He said they will go through it and make recommendations to the consultant.

The last major salary review for civil servants, commonly referred to as ‘dvuladvula’, took place in 2016.

During the ‘dvuladvula’ year of salary review, civil servants received salary increases ranging from seven per cent to 17 per cent, depending on their wage grades.

It was widely reported that most lower and middle-income earners benefitted more. The higher percentages applied to the lower grades and smaller increases for top earners.
