EZULWINI – In true spirit of ‘nkwe’ and following the Speech from The Throne, Cabinet has adopted over 30 resolutions, signalling an intensified drive towards measurable results and accelerated national transformation.
This has come about following the five-day Cabinet retreat which ended yesterday at the Royal Villas.
Prime Minister (PM) Russell Mmiso Dlamini closed the session in style by sharing what is referred to as the Cabinet Retreat 2026 Declaration, which has been themed ‘Transforming Eswatini Through Effective Execution’.
Speaking during a media briefing, the PM said in accordance with the Speech from the Throne, Cabinet has identified urgent priorities requiring decisive solutions: shortage of drugs and medical supplies, foot-and-mouth disease (FMD), gender-based violence, substance abuse, gangsterism and other social challenges, and fragmented digitalisation and infrastructure development
An analysis of the declaration shows that Cabinet’s commitments span six broad pillars, governance values, flagship development priorities, institutional delivery reforms, budgeting and planning, public sector performance management, and growth financing.
Of the over 30 resolutions, a significant portion focuses on health, agriculture, economic growth, governance reform, digital transformation and fiscal discipline.
However, the most striking and transformative resolution, which now forms the central pillar of Government’s execution strategy, is Cabinet’s formal adoption of Deliverology, the Science of Delivery.
Under Section 3 of the declaration, Cabinet resolved to institutionalise Deliverology as a governance model designed to shift government from policy rhetoric to tangible impact felt by citizens.
In practical terms, this will see the introduction of digital dashboards and scorecards for real-time monitoring and evaluation, the establishment of a unified delivery architecture integrating Cabinet, ministries and agencies, and the strengthening of the Policy and Programming Coordination Unit to function as a central Delivery Unit.
Cabinet further resolved to enforce bi-annual progress and financial reviews, tie performance agreements across ministries to measurable outcomes, and escalate critical implementation bottlenecks directly to Cabinet level.

Civil service performance management to be prioritised
EZULWINI – Having made a declaration to implement a civil service report and performance management, Cabinet has committed to embedding results-based planning and institutionalise performance management at policy, operational and technical level.
According to the Cabinet Retreat 2026 Declaration document presented yesterday, this will include semi-annual delivery reviews and bi-monthly progress tracking and financial reporting.
It is stated that a Cabinet-level performance dashboard will be created to track progress, address bottlenecks, accelerate delivery and ensure accountability through enforceable follow-up actions.
Performance agreements across ministries and agencies will be tied to clear, measurable outcomes, with established indicators and targets.
“Structured reviews will drive continuous improvement and openness, with results communicated transparently to build public trust. Cabinet members will be held accountable, with corrective actions taken where necessary to maintain high standards of delivery and responsiveness,” the document reads.

Commits to eradicate FMD by December
EZULWINI – Come end of December this year, the frustration caused by the foot-and-mouth disease (FMD) will be a thing of the past.
That is, if the Cabinet Retreat 2026 Declaration, which was presented yesterday, is anything to go by.
Notably, when delivering the Speech from the Throne in Parliament last week, His Majesty King Mswati III said the recurrence of FMD outbreak is a clear sign that the country’s precautions have not been strong enough.
The King’s remarks come as the outbreak continues to have a significant negative impact on Eswatini’s economy.
In many local supermarkets, red meat shelves have been left empty as the supply chain struggles under strict disease-control measures.
Due to the outbreak, local and international trade in cloven-hoofed animals and their products has come to a complete halt.
The European Union has temporarily suspended Eswatini’s fresh beef and game meat exports, removing the country from the list of nations that meet its animal health requirements.
