LOBAMBA – Mbabane East MP Welcome Dlamini has questioned why Parliament should act on a report Cabinet reportedly rejected.
Dlamini raised the concern during debate on the Ministry of Health’s second performance report, questioning the Executive’s position on the Funduzi Report.
He said Cabinet had informed MPs that it had not adopted the Funduzi Report because it was neither implementable nor actionable.
Dlamini questioned why the Executive would expect Parliament to act on a report it had declined to adopt.
He also questioned whether the Executive was shifting responsibility to Parliament so it could later claim that Parliament had made the decision.
“What is the ministry’s position regarding the Funduzi Report?” he asked.
Dlamini acknowledged that some matters arising from the report were before the courts but urged the ministry not to use the proceedings as a reason to avoid addressing the issue.
He noted that the report was also before the Public Accounts Committee (PAC).
The MP further questioned why the Executive would undertake such an exercise, only to decline responsibility for its outcome.
Meanwhile, Dlamini expressed concern over the late submission of the Ministry of Health’s performance report to Parliament.
He said MPs had received the report too late, leaving them insufficient time to scrutinise its contents before the debate.
He warned that the limited time could compromise the quality of Parliament’s scrutiny.
