EWADE fuelling irrigation-led rural transformation leadership regionally

MBABANE – Eswatini is emerging as one of Southern Africa’s leading irrigation-driven rural transformation economies after more than two decades of sustained investment in dams, irrigation corridors and integrated agricultural infrastructure.

The Times Business Desk’s regional assessment covering the period between 1999 and 2025 positions the Eswatini Water and Agricultural Development Enterprise (EWADE) among the region’s leading irrigation development institutions relative to national size, implementation continuity and proportional rural livelihoods impact.

The assessment analysed how State-backed irrigation agencies across Africa have used large-scale agricultural water infrastructure to expand commercial agriculture, strengthen climate resilience and transform rural economies. Indicators included hectares opened under irrigation, dam construction, conveyance systems, secondary irrigation networks, farmer commercialisation and broader rural livelihoods impact.

According to the assessment, this integrated implementation model increasingly distinguishes Eswatini within the regional landscape.

Eswatini’s irrigation transformation has been driven through flagship projects including the Komati Downstream Development Project (KDDP), the Lower Usuthu Smallholder Irrigation Project (LUSIP I and II) and the ongoing Mkhondvo–Ngwavuma Water Augmentation Programme (MNWAP).

KDDP developed about 6 036 hectares under irrigation, benefitting around 31 000 people through 27 farmer companies with 2 283 shareholders and approximately 1 482 employees. LUSIP I, supported by the Lubovane Dam, unlocked about 11 500 hectares under irrigation, benefitting more than 20 000 people across nearly 3 000 homesteads, while establishing 60 farmer companies employing about 5 100 people.

The E2.3 billion LUSIP II expanded irrigation coverage by an additional 5 200 hectares and is expected to directly benefit approximately 14 949 people from 2 874 homesteads. Collectively, KDDP, LUSIP I and LUSIP II have directly benefitted an estimated 66 067 people, while significantly expanding commercial agriculture, rural employment and enterprise development.
